Work Packages

The phases of AFO project are expressed as work packages (WP) which include:

WP1: Management

Leader: VTT (Finland)

WP1 comprises project management activities.

WP2: Identification of wood fuel supply and suppliers

Leader: FCBA (France)

The main target of WP2 is to assess the current (2009), upon completion of the project (2012) and future potential (2015 and 2020) of the wood fuel supply and suppliers, and to define the private forest owners (PFOs) who are interested in producing wood fuel in the regions in question. The other aim of this work package is to analyse the profile of PFOs in the regions in order to determine the best ways to start activating the PFOs to produce wood fuel.

WP3: Identification of wood fuel consumption and users

Leader: VTT (Finland)

The aim of WP3 is to define the wood fuel consumption and end-users in the region at the beginning and upon completion (2012) of the project. The other aim is to assess future (in 2015 and 2020) wood fuel potential and users in the region. All wood fuel users (domestic, municipal and industrial heating and CHP plants) in the region will be assessed. Also, the development and possible effects of wood fuel import in the wood fuel markets in the target regions and neighbouring countries will be monitored.

WP4: Establishing clusters of wood fuel suppliers

Leader: Forestry Commission (UK)

This work package will produce national data, which will show:
  • The activation of wood fuel supply clusters by seminars and study tours at the sub-regional level. 
  • The formation of wood fuel supply clusters at the sub-regional level.
  • Knowledge transfer from Finland and Austria to help in creating the wood fuel clusters. 
  • The provision of material from Finland and Austria concerning wood fuel clusters in order to activate the PFOs to create wood fuel supply clusters in the target regions.
  • A web-based calculator for determining wood fuel production costs for PFOs.  

WP5: Development and Implementation of Business Relationships Between Wood Fuel Supply Clusters and Users

Leader: Bioenergy 2020+ (Austria)

In WP5 the development and implementation of business relationships between wood fuel supply clusters (formed in WP4 and energy producers (identified in WP3) will take place through activities designed to bring the parties together. In this way, demand and supply are matched. The activities in this work package include:
  • Selected wood fuel suppliers and users are trained in Austria and Finland.
  • Knowledge transfer on cluster formation from Finland and Austria to Latvia, Slovenia, France and the U.K. is carried out.
  • The business relationship between wood fuel clusters and consumers are established. 

WP6: Communication and Dissemination

Leader: Tapio (Finland)

This work package covers the dissemination of results related to the project, mainly from the formation of wood fuel supply clusters, as well as the development and implementation of co-operation schemes between energy producers/users at the regional and country level and at the EU level for the transfer of results. The main objective is to encourage and advocate the best possible methods for promoting the development and marketing of wood energy through effective communication with Private Forest Owners and other stakeholders. Dissemination will be achieved through the active use of the various forms of media.

WP7: IEE (Intelligent Energy — Europe Program) Dissemination Activities

This work package covers resources for contributing, upon the request of the EACI, to common dissemination activities in order to increase synergies between, and the visibility of, IEE supported projects.
